AICTE approval : Interim stay extended

Chennai: The Madras High Court extended till March 26 its interim stay on the revised approval procedure of the All India Council for Technical Education (AICTE).

In respect of existing approved self-financing technical institutions.Justice Paul Vasanthkumar, who heard the matter, posted the next hearing to March 26.
   
A batch of petitioners have submitted that AICTE last month had revised procedure for granting extension of approval to technical institutions and contested the "effectiveness" of such procedures.The AICTE contended that the revised procedure would be applicable to new colleges and new courses offered by existing colleges.
   
In a similar petition filed in the Kerala High Court, the council had earlier given an undertaking that the current courses in existing approved institutions would not be adversely affected.
   
"The revised procedure did not appear to be an amendment to the regulations or a fresh set of regulations.
   
"Such a procedure has not been published in the gazette to make it effective," the petitioners contended and added that it was impossible to comply with the new conditions within the time frame stipulated.
   
The AICTE in its additional counter affidavit submitted that the new norms and standards would have prospective effect. If the existing institutions intended to start new programmes or courses their applications for these programmes would be evaluated as per the new regulations.However, the new regulations would be fully applicable to new technical institutions, the AICTE said.
